Teens and Terrorism: Disturbing Trend Towards Juvenile Actors

Executive Summary

The increase in incidents of teenagers involved in terrorist activity across the globe forms a disturbing new trend that challenges security efforts. The ubiquity of online platforms makes it easier for terrorist networks to recruit young people. We observe a trend moving towards younger terrorist actors across different violent extremist groups. Young individuals are increasingly targeted to plan and also carry out attacks. Additionally, terrorism activity is diverse in its nature. Generally, it ranges from traditional jihadist organizations such as Al-Qaeda and the Islamic State (ISIS), left- and right-wing extremists, and state actors. [source

We do not see signs of any concerted effort to curb this international trend.
