Uganda has been under the control of President Museveni for 36 years. During his tenure, the Ugandan security forces have been accused of brutalising citizens, restricting human rights, and not being held accountable for their actions (source). This pattern has consequently created an attitude of distrust. It has also resulted in a declining human rights record according to the Uganda Human Rights Commission 2022 (source). A recent law against the LGBT+ community has caused discontent in the international community and within the local Ugandan LGBT+ community (source). The government are still meeting protests with harsh responses.
