Russian Regional Private Military Companies: Key Implications

Independent Russian news outlets reported that the State Duma was pushing through an amendment to allow Russian regions to form their own private military companies (PMCs) on June 25, 2023. These PMCs are employable during mobilisation, military emergencies or wartime to aid security forces against internal security threats. (source) (source)

Personnel drafted into these PMCs can only be given small arms. They are also expected to return them to the Rosgvardia in 30 days if their PMCs are disbanded. Additionally, these PMCs will be funded by both federal and regional budgets. (source) (source
