Executive Summary

France’s historical involvement in scientific research within the Arctic is a core element of its Arctic policy. France heavily depends upon scientific research, climate change action and security cooperation to reaffirm its commitment and position within the Arctic region.

Unlike other observer states, France has islands near the Arctic, which gives it a stronger position as an Arctic actor. Furthermore, it also aims to actively participate in the Arctic Council. France last published a Polar strategy, Polar Strategy 2030, in 2022, along with a Climate and Defence Strategy and a Climate and Resilience law.

We assess that key drivers for Paris’ Arctic policy will be to continue building on their scientific cooperation and environmental policies to reaffirm their position as an Arctic actor. Another important factor within French policy is likely to steadily grow its military presence within the Arctic region.
