Arctic Forecast 2025: Norway

Executive Summary

Norway is focused on security issues in the Arctic because of increasing threats from Russia, concerns over growing Chinese influence, and vulnerabilities in its critical infrastructure. Relations between Moscow and Oslo are projected to worsen as Russia aims intelligence and cyber operations, as well as threats, at the Nordic nation. Meanwhile, Beijing’s attempts to gain economic and political leverage in the Arctic have strained ties with Oslo. Norway’s oil and submarine cables are exposed to sabotage, which is prompting strategic adjustments from their government to safeguard critical assets. We speculate that this evolving situation will lead to increased NATO cooperation with Norway on Arctic security to counter Sino-Russian influence.
