DGCIM: Venezuelan Intelligence Abuses, Russian Assistance

The General Directorate of Military Counterintelligence (DGCIM for its name in Spanish) is one of the intelligence agencies of Venezuela. This agency has increasingly turned into a repressive organism of military personnel as well as select civilians. Recent changes in the capabilities of the DGCIM include the use of torture houses, cooperation with Russia in the acquisition of weaponry, and development in training methods. The organisation’s use of ‘torture houses’ in Venezuela has increased since 2018. This follows a pattern of similar rises in forced disappearances in the country. Furthermore, survivors of these places recount that they are mainly located in residential areas of the capital, Caracas.
