Five-Eyes Domestic Intel Services: FBI, Odd Man Out

Executive Summary

The Federal Bureau of Investigation’s (FBI) distinct dual role as an intelligence and law enforcement organisation sets it apart from its Five Eyes partners. Beyond a counterintelligence role, the FBI also carries out criminal investigations, makes arrests, and collects evidence for prosecution. This is in contrast to other Five Eyes domestic intelligence services that operate clandestinely and unarmed and only concentrate on collection against national security threats. Although the Bureau’s historical development and legal framework drive this hybrid model, it has generated continuous discussion regarding its efficacy in regards to national security needs.
