Flashpoint Kashmir: All-out India-Pakistan War Imminent?

Executive Summary

A terrorist attack in Indian administered Kashmir, which caused the deaths of 26 and injured 20 people, has led to a severe escalation in tensions. These are the highest since the 2019 India-Pakistan border skirmishes. India subsequently accused Pakistan of supporting cross-border terrorism, expelled Pakistani diplomats and suspended the Indus water treaty, as well as closing the borders. As of 24 April, both countries have engaged in border skirmishes. These have the potential to flare up into an all-out conflict between two nuclear-armed nations.
