Israeli Abuses in Gaza: An Assessment

Executive Summary

We assess that Israel’s current military campaign in the Gaza strip includes severe violations of human rights and rules of war. Evidence suggests that the Israel Defense Forces (IDF) prioritize the pursuit of strategic and operational objectives, such as the elimination of Hamas members, over precautionary measures that would limit civilian harm.

Israel began its military operation in the Gaza Strip in 2023, following Hamas’s 7 October attack. The attack killed over 1200 people in Israel and took roughly 250 hostages. The situation in Gaza suffers from extensive violence and a deteriorating humanitarian crisis.
