Russian Security for African Resources: A Win-Win?

Executive Summary

We assess that Russia is seeking to expand its foothold in Africa through resource deals in exchange for security agreements and economic development projects. Russia has become the security partner of choice for many African governments, displacing traditional allies like France and the United States. Russia’s influence extends beyond security; it also involves diplomatic ties and economic partnerships, particularly in resource extraction. The appeal of Russian partnerships lies in their non-interference in domestic affairs, making them attractive to countries seeking to avoid Western conditionalities or to diversify their ties. 

The decline of Western influence in Africa is part of a broader trend towards a multipolar competition on the continent. Other actors–China, Turkey, India, and the UAE–are also gaining ground, investing in infrastructure, military ties, and building diplomatic leverage in their areas of interest.
