Executive Summary
Saudi Arabia’s new defence pact with Pakistan marks another step in Riyadh’s long effort to broaden its security options as US reliability becomes less certain. The agreement, signed in September, upgrades the two nations’ historical bilateral security relationship to an established security partnership and aligns strategically with Saudi Vision 2030’s emphasis on localisation of their defence industry.
The two countries have a long track record over several decades of military cooperation, economic assistance and joint training. Pakistani deployments to the Kingdom during earlier critical points in Riyadh’s history and sustained Saudi financial aid illustrate an enduring alignment rather than an emerging strategic partnership.
On the other hand, the pact’s operational credibility remains limited. Pakistan’s armed forces are heavily focused on deterring India, reducing the likelihood of direct Pakistani intervention in Saudi conflicts. In conclusion, the agreement symbolises deepening ties but stops short of a reliable and credible defence guarantee.
