Secret Bases: Menwith Hill – Spooks in Yorkshire

RAF Menwith Hill is a signals intelligence (SIGINT) base near Harrogate in Yorkshire, England. SIGINT refers to intelligence derived from electronic signals, often by interception of transmissions not intended for the interceptor. The British Ministry of Defence (MOD) owns the base, but it is made available to the United States under the NATO Status of Forces treaty of 1951. Key agencies involved include the US Central Intelligence Agency (CIA), National Security Agency (NSA), and the National Reconnaissance Office  (NRO), as well as the British MOD and Government Communications Headquarters (GCHQ). 

The capabilities and aims of the base have expanded far beyond its original purpose of monitoring shortwave radio signals from Eastern Europe during the Cold War. Menwith Hill is now a major node in US and Five Eyes SIGINT capabilities, supporting large-scale interception and analysis of electronic signals. Specifically, the base functions as a downlink and ground control station for NRO SIGINT satellites that intercept signals from key regions and other satellites.

Long shrouded in secrecy, a series of leaks have embroiled the base in controversy over the decades. Most notably, the 1980 Post Office phone tapping scandal and the Edward Snowden leaks. The base has been the target of numerous protests. These have been against the supposed lack of accountability to the British public and British complicity in morally grey military operations, particularly drone strikes. [source

1.3 Organisation of Menwith Hill

Although exact details remain classified for security reasons, Menwith Hill’s known organisational structure reflects its cooperative nature. A UK Parliamentary Written Question to the MOD in January 2021 put the total number of personnel at the base at 1,070. Specifically, this included 20 US military personnel, 590 US civilians and contractors, 10 British military personnel, and 470 British civilians and contractors. Furthermore, an archived RAF webpage states that the RAF appoints an officer as the RAF Commander for the base who works alongside the US Base Commander, the senior US officer on site. The RAF Commander oversees all UK personnel employed by the MoD at the site, except for the MoD Police, who are responsible for the physical security of the base. [source, source

The RAF Commander has unrestricted base access and reports directly to the RAF chain of command. The BBC listed Squadron leader Geoff Dickson as the commanding officer at the site in October 2020. The Menwith Hill Accountability Campaign, a long-running protest movement against the US presence at the base, stated that Squadron Leader Anthony Beasant had replaced Dickson in August 2023. The FindForcesJobs website, the official recruitment portal for UK armed forces, currently lists a vacancy for the position of RAF Commander at Menwith Hill. The expected start date of the new commander is 15 September 2025. The Intelligence and Security Committee of Parliament performs oversight of Menwith Hill. Additionally, Major Generals James E. Smith and Christopher S. Povak of the US Space Force have previously held the position of US Base Commander at Menwith Hill. [source, source, source, source, source]  

1.4 History of Menwith Hill

In 1954, the British War Department purchased the 246-acre “Nessfield Farm,” which would become RAF Menwith Hill. The base was opened in 1960 as “Menwith Hill Station”. As such, subsequent leaked documents refer to the base as “MHS” despite repeated name changes. The US Army Security Agency (USASA), the SIGINT branch of the US Army at the time, operated from the base until 1966 when the NSA took over. According to USASA employee Kenneth Bird, personnel in the base’s early days gathered “every conceivable form of (radio frequency) signal within the high frequency bands.” Bird wrote that the base utilized over 200 Collins R390A receivers, with personnel monitoring transmissions live, transcribing them using manual typewriters or recording them on Ampex tape recorders. Personnel sent most recordings via undersea landline to the NSA at Fort Meade for final processing. [source

During the 1970s and 1980s, Menwith Hill shifted its focus to intercepting communications from Soviet satellites. The first two radomes appeared at Menwith Hill in 1974 suggesting the start of satellite operations at the base. In 2016 leaked documents obtained by The Intercept would reveal that Menwith Hill’s mission had shifted again, focusing on two key functions. The first, called FORNSAT, refers to the interception of foreign satellite communications by co-locating satellites with foreign commercial or military communications satellites to capture their downlinked signals. The second, known as Overhead, involves satellites positioned above targeted countries that monitor and locate wireless communications transmissions. [source

1.5 Controversies and Leaks

Phone Tapping Scandal

In 1980, the New Statesman published an article by Duncan Campbell and Linda Melvern titled The Billion Dollar Phone Tap: America’s Big Ear in the Heart of Yorkshire. The article revealed that the British Government had covertly linked Menwith Hill to the Post Office’s radio tower network, “Backbone.” Officials claimed they developed Backbone to provide emergency communication links in the event of an attack on the UK. In reality, it allowed the NSA and Five Eyes to tap thousands of UK and European phone and telex communications. Although this raised concerns regarding transparency and British sovereignty, the UK benefited from US capabilities at Menwith Hill through the interception of communications from Ireland as part of the anti-IRA campaign. This arrangement of shared success but unequal capabilities has come to define Five Eyes intelligence cooperation. [source

Edward Snowden Leaks

In 2016, The Intercept released leaked documents showing Menwith Hill’s key role in US and UK military operations. The documents revealed two classified projects, GHOSTHUNTER and GHOSTWOLF. GHOSTHUNTER was a tool that combined FORNSAT and Overhead SIGINT at Menwith Hill to perform precise geolocation of Very Small Aperture Terminals (VSATs). VSATs are small satellite ground stations used for internet connections and communications. GHOSTHUNTER provided actionable intelligence for numerous ground missions and drone strikes across North Africa and the Middle East.

Analysts developed GHOSTWOLF in 2010 as another geolocation project, operated from Menwith Hill, in response to Yemen’s unique internet infrastructure that rendered GHOSTHUNTER inapplicable. While these programmes were instrumental for British operations in places like Afghanistan, the revelation of Menwith Hill’s role in controversial US drone strikes raised concerns regarding transparency and British complicity. The documents described another VSAT geolocation capability named APPARITION, which operators had already used to locate targets in Pakistan and Afghanistan. 2 Satellite Operations at Menwith Hill

Along with its Australian sister facility Pine Gap, Menwith Hill’s core strategic importance primarily lies in its role as a ground control and processing station for geosynchronous (GEO) SIGINT satellites. GEO satellites have an orbital period that matches the Earth’s rotation and typically have an altitude of over 30,000 km. Specifically, the satellites that Menwith Hill supports are geostationary, a subset of GEO satellites that orbit over the earth’s equator. This makes the satellite appear in an unchanging area of visibility when viewed from the earth’s surface. This allows for constant coverage of a region, as opposed to Lower Earth Orbit (LEO) satellites, which provide coverage intermittently. 

Leaked 2009 documents reveal Menwith Hill assumed control of two satellites. The names are redacted; however, the launch dates and trajectories suggest they are Mentor-4 and PAN (USA-207). Mentor-4 is part of the Advanced Orion series, which superseded earlier Mission 7500 and 7600 satellites. It intercepts and processes multiple SIGINT types, including COMINT, ELINT, and FISINT. Mentor-4 is co-located with the commercial satellite Thuraya 2. Co-locating NRO satellites with commercial satellites allows interception of uplink and downlink transmissions, aligning with the NSA’s “collect it all” strategy. PAN likely performs a similar function, although it is notably more mobile, likely targeting multiple satellites. This aligns with the “FORNSAT collection from space – targeting commercial satellite uplinks” mission described in the document. Likely, the NRO launched another Advanced Orion satellite as the classified payload of the April 2024 NROL-70 launch. This would also be operated from Menwith Hill. [source, source, source, source

3 Equipment

While specifics about Menwith Hill’s equipment remain classified, analysts have identified several key tools used for SIGINT and satellite communications. These are:

Torus Multi-Beam Antenna

A large, advanced antenna capable of receiving signals from a range of GEO satellites. While conventional parabolic dish antennas view one satellite at a time, Torus antennas can receive signals from 35 simultaneously. [source, source]

Parabolic Satellite Dishes and Radomes

Ground Control and Downlink Stations

While not as clearly visible as the radomes, the buildings at Menwith Hill likely contain facilities equipped to securely receive (and interpret) data from various satellites and support satellite positioning and operation.

4 Conclusion

Menwith Hill remains one of the most strategically significant foreign US SIGINT bases. To its critics, it is emblematic of British complicity in politically and ethically sensitive US missions and raises questions regarding British sovereignty. Conversely, the leaked documents have made clear that London benefits from the products of the base and is an integrated participant in the surveillance networks operated from the facility. From Cold War radio surveillance to satellite operations, Menwith Hill has evolved in line with US strategic needs. It will likely remain a fixture of US and Five Eyes SIGINT capabilities.
