Spain – Morocco: Joint Intel Ops Focus on Counterterrorism

Executive Summary 

Spain and Morocco are conducting joint intelligence operations against suspected terrorists operating in the Iberian Peninsula. Rabat is collaborating with Madrid to collect actionable intelligence to enable the dismantling of alleged Islamic State (ISIS) recruitment and propaganda networks, as well as to prevent possible attacks.

The collaboration started quietly in 2023 and gained some traction in 2024, but became overt in 2025. The Spanish Interior Ministry and the Moroccan Security Service confirmed in public the existence of the task force and the details of the operations. 

We assess that the Moroccan General Directorate for Territorial Surveillance (DGST) will continue its current work with the Spanish Information Service of the Civil Guard (SIGC) and the Spanish Police Intelligence Division (CGI) as Rabat seeks to consolidate its position as Madrid’s strategic partner on internal security matters.
