Cuban Troops in Belarus? A Situational Assessment

Background

Cuba and Belarus have maintained friendly diplomatic relations for over three decades. Since Putin’s invasion of Ukraine in 2022, both countries have remained close allies of Russia. In a visit to Moscow in November 2022, President Díaz-Canel showed his support for Putin in exchange for the postponement of debt payments. Cuba has been grappling with economic crises for years with its inflation rate being one of the highest in Latin America. [source]
