Inside the CIA’s Secret Relationship with Ukrainian Intelligence

Collaboration between the Central Intelligence Service (CIA) and the Main Directorate of Intelligence (HUR) has been crucial to the defence of Ukraine. Since 2014, the United States has rebuilt Ukrainian intelligence, purging the community of corruption and Russian influence. Ukraine has proven itself to be a dependable US ally, collecting vital intelligence on the downing of flight MH17 in 2014 as well as assisting in 2016 investigations into Russian election interference. Over the past decade, the US has increasingly viewed Ukraine as a vanguard against Russian intelligence operations. However, since 2022, information on the partnership has been scarce and public statements from the White House have suggested tension in the relationship. 

Key Judgement 1. It is highly likely the CIA has very limited influence on the direction of Ukrainian intelligence collection.

Key Judgement 2. It is likely the HUR does not provide the CIA with a prior warning of sabotage and assassination operations on Russian soil.

Key Judgement 3. It is highly unlikely the United States shares targeting intelligence with the HUR on targets outside occupied Ukraine.
