For EU Eyes Only: Implications of a European Intelligence Agency

Executive Summary

On 30 October, the Special Adviser to the President of the European Commission, Sauli Niinistö, published a report proposing the creation of a European intelligence agency. He proposed that the agency would, like the US CIA, combat foreign spy networks impacting EU member states, as well as enhance counter-espionage work within EU institutions. This is not the first proposal of this kind, and there are numerous roadblocks ahead for any effort to realise the concept, but the demand for better intelligence sharing among EU members seems to be increasing.
