Executive Summary
Havana Syndrome first emerged in 2016 when U.S. diplomats posted in Cuba reported hearing piercing sounds followed by long-lasting neurological symptoms, like nausea and vertigo. Over the years, similar symptoms have been reported by U.S. government personnel globally. Including in China, Russia, Austria, and even at the White House. The cause remains unknown, though covert directed-energy attacks remain a much-discussed theory.
Previous analyses have primarily implicated Russia or tried to attribute the syndrome to mass psychogenic illness or chemical exposure. This report explores an alternative hypothesis centered on China’s development of brain-impairing weapons. It briefly examines Beijing’s technological advancements in the kinetic domain of cognitive warfare. Alongside its expanding intelligence footprint in Cuba and strategic motivations.
