“Operation Guacamaya”: U.S. Covert Extraction in Caracas

Executive Summary 

“Operation Guacamaya,” the United States’ recent extraction of several opposition leaders from a besieged embassy in the Republic of Venezuela, was likely enabled through internal collusion with the local intelligence service. While the details of the escape have not been made public by the State Department or the Venezuelan Opposition, clandestine sources developed and consulted by Grey Dynamics suggest the escape follows a documented pattern of actionable dissent in the Venezuelan Armed Forces and the Bolivarian Intelligence Service. 

Following the embassy extraction, we assess an increase in surveillance operations and targeted detentions from the Venezuelan Military Intelligence Directorate against perceived threats, both internal and external. Additional information provided by clandestine sources reveals that, contrary to the official version of the Secretary of State Marco Rubio, the number of extracted individuals is seven, and it also involves family members of the opposition staffers. The extractions occurred in different locations around eastern Caracas
