Peru: A Rising Nexus of Arms, Drugs and Terrorism

Peru has been the scene of an increasingly fragile security situation. The Peruvian weapons trade has seen a marked increase, especially along the Ecuadorian border. This increases fears that Peruvian weapons could be used in Ecuador to further the actions of Ecuadorian criminal organisations which have been terrorising the country. Additionally, the drug trade in Peru has seen the police taking increasing action against dealers and smugglers. This includes police forces dressing up as several different characters during raids on suspected drug houses. Terrorist threats in Peru have also increased which includes the arrest of an Iranian national alleged to be planning an attack on the Asia-Pacific Economic Cooperation Forum (APEC).

Key Judgment 1. It is likely that the weapons trade in Peru will result in increased tensions within Peru and the wider region.

Key Judgment 2. It is highly likely that the drugs trade in Peru will result in increasingly stringent measures including arrests and detentions.

Key Judgment 3. It is likely that terrorist-related threats in Peru will increase in the near future and will also result in increased security measures.
