Situational Report: Unrest in Morocco

In 2020 Morocco established the ‘normalisation’ of ties with Israel, as part of the US-brokered Abraham Accords. They traditionally support the Palestinians, and Rabat has officially denounced Israel’s “flagrant violations of the provisions of international law”. And, have called for an immediate ceasefire and a two-state solution. Morocco, however, has taken the decision to maintain ties with Israel since the war in Gaza began. This has sparked numerous mass protests and public outrage. In June 2024, an Israeli warship made a technical stop at the Tangier Med port, following Spain’s refusal to receive any ships carrying arms to Israel. This ship was travelling from the US, on its way to Israel’s naval base in Haifa. It carried dozens of naval combat soldiers. This incident has further incited unrest and anger over Morocco-Israel ties.

Key Judgment 1. It is likely that the growing pro-Palestinian support in Morocco will result in increased public protests and political unrest.

Key Judgment 2. It is likely that the current unrest in Morocco will become increasingly violent, with an increased risk of terrorist attacks.

Key Judgment 3. It is unlikely that the increased unrest in Morocco will result in a severing of diplomatic and economic ties between Morocco and Israel.
