State-Sponsored Child Abductions: Belarus and Russia

Executive Summary

Since Russia’s invasion of Ukraine, the large-scale abduction and illegal transfer of Ukrainian children have been undeniable. Authorities have documented over 19,500 cases, with estimates exceeding 20,000 as of December 2024. The true figure is potentially higher in Russian-occupied territories, where access to information remains restricted. Belarus is reportedly complicit in this endeavour. Russia claims to “rescue” these children, not remove them, despite international arrest warrants for President Vladimir Putin and Maria Lvova-Belova.
