Statelessness: Ghosts Without Citizenship

Executive Summary

An estimated 4.2 million stateless individuals are reported to live across 94 countries, but the true number is likely much higher due to limited data collection on statelessness in many nations. Statelessness is caused by a variety of factors, including discriminatory laws, conflict-driven displacement, and gaps in national legislation that deny millions of people access to basic rights, services, and legal protections. Additionally, the problem of asylum seekers deliberately destroying or disposing of their travel and identity documents and refusing to cooperate with the re-documentation process in order to prevent removal complicates efforts to address statelessness. The situation is also exploited by terrorists and criminals, who either manipulate stateless persons or falsely claim statelessness to gain entry into countries or access UN travel documents. The lack of coordinated global mechanisms to address statelessness exacerbates its impact, creating long-term challenges for affected individuals and the international community.
