Executive Summary

We assess that the People’s Republic of China (PRC) is increasing its intelligence activities in and around Taiwan with the goal of undermining Taipei’s political leadership and military capabilities while further isolating the island. Beijing has in the last four years particularly focused on the active targeting and recruiting of Taiwan’s military personnel, both active and retired. In response, Taiwan increased its counterintelligence efforts. We do not see any indicators that this trend will fade in 2025.
