Al-Shabaab’s 9/11-Style Attack Against US: A New Direction?

Executive Summary

In November 2024, a U.S. jury found that Cholo Abdi Abdullah, an operative of the Somalia-based terrorist organisation Al-Shabaab, conspired to murder Americans in an aviation attack reminiscent of the 11 September 2001 attack on the U.S. Abdullah posed as an aspiring commercial pilot during pilot training in the Philippines, even though his true intention was to locate a building in the United States where he could carry out a suicide attack from the cockpit by flying his plane into a building. While Abdullah’s conviction likely ensures his lifelong incarceration, it reveals a potential shift in Al-Shabaab’s tactics toward high-impact, symbolic attacks targeting U.S. interests. The case underscores the necessity of global counterterrorism collaboration to mitigate such threats.
