Executive Summary

The US in early 2025 designated the Terrorgram Collective * as a Specially Designated Global Terrorist (SDGTs) group. The designation gives Washington a greater ability to prosecute individuals who participate in the organization. It also allows law enforcement to more effectively combat their growing violent activities. However, recent FBI leadership changes may reduce the Bureau’s focus on this group. We assess that a greater emphasis on international cooperation will be required to see more effective action against the Collective.

*The Terrorgram Collective is a decentralized network of white supremacist groups and individuals. It takes its name, in part, from its heavy reliance on the online communication platform Telegram. Its mission is to create an ethno-state and is willing to use violence to achieve it. It operates mostly online and spreads propaganda to encourage individuals to perpetuate violence against minorities. The Collective is categorized as an international organization because it instigates attacks globally and its leaders are distributed across nations.
