Executive Summary

Finland’s Arctic Policy for 2025 will account for defence preparedness, environmental protection considerations, economic factors, and specific responses to evolving dynamics with Russia. As a NATO member, Finland will boost its defensive capabilities with collaborations and infrastructure, becoming an increasingly crucial player in the Arctic security landscape. Nonetheless, sustainability and the rights of indigenous people remain Finland’s priorities in the region. External factors, such as Russia’s ambitions and disengagement with Chinese Arctic cooperation, shaped the Finnish strategy. 

The case of Finland’s Arctic governance showcases an interesting dual focus: the enhancement of defence capabilities as a sovereign state and NATO member, alongside efforts to align with the EU’s goals of sustainability.
