Ethiopia and Eritrea: Headed for War?

Executive Summary

Despite a period of prolonged peace since 2018, Ethiopian-Eritrean relations have since turned sour. At the centre of both nation’s mutually hostile attitudes towards one another are Ethiopia’s desire to establish access to the Red Sea, Eritrea’s support for Somalia over Ethiopia’s tacit recognition of Somaliland and Eritrea’s support for opposing factions of the Tigray People’s Liberation Front (TPLF). While several regional powers, most notably Turkey, attempted to mediate the dispute, neither side seems inclined to tone down the rhetoric. We examine the possibility of a regional conflict, Ethiopia’s strategic objectives, and the prospect of peace in this already fraught and contested region.
