France and Rwanda: A Remorseful Relationship

As a former French colony, Rwanda has a complex relationship with the European powers. For instance, in 2021, a Rwandan government report accused France of enabling the genocide which occurred in Rwanda in 1994 (source). France has since acknowledged that their troops were not prepared. Furthermore, the government are still carrying out probes into French involvement in the massacre (source). Rwanda’s involvement with the M23 rebel group in the Democratic Republic of the Congo (DRC) has also resulted in criticism from the international community. In June 2023, a UN Group of Experts released a new report accusing Rwanda of supporting the rebels. Accordingly, the report stated that Rwanda supplied the group with equipment and reinforcement (source).
