RICU: U.K. Counterterrorism Propaganda Unit Under Fire

Executive Summary

RICU, established in 2007 by former MI6 officer Charles Farr, operates under the UK Home Office as part of the Prevent strand of the CONTEST counterterrorism strategy. Its mission is to prevent radicalisation by addressing the root causes of extremism through community-based efforts, particularly targeting young people and vulnerable communities. Originally reporting to multiple departments, RICU, inspired by the Cold War-era Information Research Department, now operates under the Home Office. Its activities reportedly are minister-approved, regularly reviewed, and comply with relevant legislation.
