Executive Summary

SpaceX’s Starshield initiative marks a pivotal evolution in innovation and national security space strategy.  Building on the technological foundation of the commercial Starlink constellation, Starshield is tailored to meet national security concerns, focusing on real-time Earth observation, secure communications, supporting defence operations, and hosting national security-related payloads.

Announced in 2022, the Starshield programme has rapidly gained momentum, enhancing space-based intelligence, surveillance, and reconnaissance (ISR), and secure communications capabilities. Furthermore, driven by a classified contract with the National Reconnaissance Office (NRO), Starshield provides a resilient proliferated Low Earth Orbit (pLEO) satellite architecture. While offering the US increased global monitoring capabilities and data delivery speed, Starshield’s growing prominence is reshaping the space market. Subsequently, Starshield’s integration raises concerns about competition and highlights the need to harden space assets against evolving counter-space threats from adversaries.
