Executive Summary
Armed attacks against federal agents and emergency personnel in the United States during the second quarter of 2025 suggest an evolving threat landscape in which domestic violent extremists are becoming significantly more organised and deliberate in their intent to target individuals perceived as government employees. The recent shooting in McAllen, Texas and the ambush in Alvarado, Texas reflect a troubling rise in operational planning among domestic threat actors, including premeditated procurement of tactical gear and body armour.
Additionally, deliberate ambushes are emerging as a tactic, indicating a shift from opportunistic street violence to structured operational planning. Documented incidents that involve a sniper creating a wildfire to lure emergency personnel into a killzone and an antifascist group spraying paint outside a secured facility to draw federal agents into an armed ambush on open ground suggest domestic threats are exploiting vulnerabilities in response patterns of first responders.
Although local police officers and emergency personnel have been wounded and killed during these incidents, we expect more federal officers serving in immigration enforcement to be the main targets of these types of threats going forward. The Department of Homeland Security reports a 700% increase in assaults against immigration officers and federal agents between January and July 2025 compared to the same period the previous year.
These actions so far remain decentralised, but can reach across state lines among fringe groups or lone actors. The root causes of the phenomenon remains the stuff of speculation, but deepening dissatisfaction and distrust of authorities in U.S. society and disapproval of the current U.S. administration’s immigration policies are logical candidates.
