Executive Summary
While global maritime piracy* is on the decline, violence perpetrated during acts of piracy, particularly hostage-taking and weapon use, is becoming more common. Modern piracy has a few main hot spots: the Gulf of Guinea, the Gulf of Aden, and the Singapore Strait. We assess that the Singapore Strait is likely to retain its position as a top hotspot for pirates.
*Piracy is defined as any robbery or violent act for personal gain that occurs outside of a country’s jurisdiction, at sea, or in the air.
