Balkans: Rumours of US Withdrawal from KFOR Worry Allies 

Executive Summary

Western security agencies and politicians are showing signs of increasing concern that a potential U.S.-Russia agreement on Ukraine could result in the withdrawal of U.S. troops from large parts of Europe and, more specifically, from the NATO mission in the Balkans, Kosovo Force (KFOR). The United States, which has approximately 602 troops in KFOR, plays a significant role in the mission’s overall strength and is one of the largest troop contributors. A U.S. withdrawal would not only affect personnel but also raise questions about funding and logistical support, potentially jeopardising KFOR’s operational effectiveness.* 

The continued need for a strong NATO presence seems apparent, including a strong US role. Tensions, particularly in northern Kosovo, have occasionally led to reinforcements and NATO interventions to maintain stability. For example, in May 2023, violent clashes broke out in northern Kosovo when a Serb mob attempted to attack a special police unit, leading to intervention by NATO peacekeepers and resulting in numerous injuries on both sides. A few months later, in September 2023, Kosovo police engaged in a deadly confrontation with a Serbian paramilitary group armed with military-grade weapons, leaving three Serb fighters dead, while a Kosovo police officer was killed by a remotely detonated mine. *UN Security Council Resolution 1244 established KFOR in June 1999, initially deploying 50,000 troops to maintain security in Kosovo. Over time, as the security situation improved, KFOR’s presence was gradually reduced to today’s count of approximately 3,500 soldiers.
