The Reality of Haiti’s Security: Gang Control and Security Aid

Executive Summary

In 2024, the security situation in Haiti has worsened amidst increased control by criminal gangs and ineffective international military support. The worsening of security has been accompanied by a humanitarian emergency, further worsened by a degradation of the relationship with the neighbouring Dominican Republic. The newly formed Viv Ansanm gang coalition has expanded control of key areas and spread fear, obstructing essential infrastructure and governance functions. The situation has received the attention of international actors, such as the UN Security Council, which established the Multinational Security Support Mission (MSSM). Nonetheless, the measures taken have not impacted the crisis. The death toll continues increasing, the relationship with the Dominican Republic is deteriorating, and the situation demands to be addressed.
