Turkey’s Play for Africa: Intelligence, Defence, and Soft Power

Executive Summary 

Turkey’s multifaceted strategy in Africa combines intelligence, security, and soft power projects to enhance its influence across the continent. From new agreements and bases across Libya, Niger, Chad, and more, they gain ground as a key player in a context of rapid and evolving change. Considering France’s withdrawal from the Sahel, the opportunities for strategic partnerships are growing. Nonetheless, Chinese and Russian activities are also on the rise, and they compete with Turkey’s. Interestingly, Turkish involvement covers many soft power elements, suggesting a long-term, nuanced approach.
