Executive Summary
We assess that water security is in decline globally as countries increasingly take military actions against water resources and facilities to achieve their tactical, operational, and strategic objectives. Additionally, non-state actors and violent extremist groups frequently engage in hydroterrorism to exercise political control over seized territories and local communities.
The global fresh water demand is expected to exceed supply by 40% by 2030. As the effects of climate change amplify the scarcity and strategic value of water, we assess that water will increasingly become a driver of conflict and political unrest. [source]
