We assess that the use of vehicle-ramming attacks as a terrorist tactic is a growing international security threat. The wide availability of vehicles and the ease of planning and executing such attacks pose a major challenge for law enforcement and intelligence agencies to detect and prevent them. Both the Islamic State (IS) and Al-Qaeda have encouraged their followers to execute such attacks due to their destructive capabilities. [source, source]
