Pentagon’s Digital Vanguard: The Chief Digital and Artificial Intelligence Office

The Chief Digital and Artificial Intelligence Office (CDAO) is an office of the US Department of Defence (DOD). It is an institutional response to the rapidly evolving artificial intelligence (AI) landscape. It is the Pentagon’s central coordinating body for implementing AI technologies across military operations and organisational management. 1 History

The CDAO emerged out of the the Joint Artificial Intelligence Center (JAIC). It was established in 2018 as part of the DoD’s effort to centralize AI development and deployment across the military. The mission of JAIC was to create a common framework of AI interoperability and scalability across multiple branches of the US military. [source]

The JAIC evolved into the CDAO in 2022, broadening its mission to include digital transformation and modernization within the DOD. The CDAO works on integrating AI within broader digital initiatives. 2 Mission and Organisation

The CDAO supports both strategic planning and rapid deployment of solutions. Its main mission priorities lie in advancing deterrence by improving digital warfighting capabilities and beating bureaucracy by advancing digital solutions. The CDAO works on establishing standards and best practices for adopting AI and data analytics. It also supports development solutions for emerging requirements. 2.1 Key Initiatives

The CDAO plays a role in several key initiatives:

  • AI Rapid Capabilities Cell (AI RCC): This cell focuses on rapidly fielding AI solutions for both military and administrative use. It collaborates with the Defense Innovation Unit (another organisation founded to help utilise emerging commercial technologies faster) to launch pilots that utilize generative AI. [source, source]
  • Open Data and Applications Government-owned Interoperable Repositories (Open DAGIR): This is a multi-vendor ecosystem to scale data, analytics, and AI capabilities within the DOD. It integrates data platforms, tools, and applications while preserving government data ownership and industry intellectual property. [source]
  • Combined Joint All Domain Command and Control (CJADC2): CDAO provides governance standards, aligns requirements, resourcing, and acquisitions to support the CJADC2 warfighting approach. 3 AI in Military Operations

AI is transforming military operations in the area of decision-making across various domains. Its importance is expected to increase in the future. For example, the US uses AI to speed the military’s “kill chain,” which involves detecting, tracking, and neutralizing threats. This is achieved through advanced sensors, platforms, and weaponry. AI is also used for command and control, intelligence gathering, and autonomous systems like drones. 4 Conclusion

The Chief Digital and Artificial Intelligence Office is the DOD’s response to the challenges and opportunities presented by the rapid development of AI in military technology. It is meant to address operational military applications, improve organizational management, and improve combat effectiveness and mission support. Its mission is tied to the US imperative to retain technological superiority in this field against its major competitors.
